Go to Forums ACP->Attachments->Management and in there you will see Attachment File size Settings.
In that section, find Attachment Quota and set that to 0 which will set that to no limit. Instead of 0, if you still want to have a limit, set that to the number value you want, but if you do 0 like I do on this site, then there is no limit to how many attachments can be added to your site. I would still limit the amount that can be uploaded at one time, but the attachment quota, I would just set that to no limit, (0).

Huh, I have never seen that before. The only things I can think of is there something in the .htaccess that is blocking that, so you can try renaming the .htaccess file to something like test.htaccess and see if that works. A permission on a file may have been changed, or there is something server side that is blocking. I am not sure if Lonestar may have any thoughts, but is defently something to do with some sore of permissions.

Also, When trying to clear the forum cache, you do need to go into the folder public_html/modules/Forums/cache/ and delete everything in there EXCEPT attach_config.php and index.html. But I am not sure clearing the cache there  would do any good.
