For your first question, there is no skill for main caliber accuracy or targeting, since that is dependant on the player.
Second question, my crew skill on "Distance fuse set accuracy" is at 1+3. The +3 comes from having the crew qualifications at expert, but standard, it's only 1. The total crew level for that ship is 27, so pretty low. It's actually my lowest crew I have, all others are between 31 and 54.
