Are you talking about the color, or the shape?
If your talking about color, then you would go into your theme in the ACP and click the edit on your theme and there is an option called "Scroll to Top Hover Color", in there, you can enter the hex code of the color you want on the hover.
As for the shape. I believe that is just CSS and using a Font Awesome icon. I would have to go through to tell you more about that if that is what you were talking about. But it's not an image like what was available before.
